The First Industrial Revolution revealed the importance of obtaining a national transport
system that could contribute to a new more efficient logistical system not only for
resources and manufactured goods on ever-increasing scales, but that would also
provide a more agile way for passengers to travel. with diverse needs within large
territorial ranges.
Within economic history and economic theory, thinkers from different schools have
addressed the issue, seeking to shed light on the importance of rail transport in the
process of industrialization and economic development. The experiences in the most
advanced nations were different regard to the policies adopted for the expansion of
railways, and from this perspective it is important to highlight the cases of the United
Kingdom, France, Germany, Russia and later the United States of America.
These thinkers analyzed topics such as: the reduction of logistics costs in the French
steel industry with the arrival of new routes and railways implemented by the French
State to obtain private investment, promoting concessions and subsidies; the range of
policies adopted by the German state to expand the sector ranging from purely private to
public construction, ownership and operation; assistance from the Russian State to the
financial and industrial sector for the construction of railways, owned and operated by
it; and other cases such as Sweden and Japan.
In addition, several lines of economic theory used the theme to apply their
methodologies and analysis models, such as the American case of rail expansion in the
19th century discussed by Arthur Twining Hadley, as well as the efficiency criteria of
the transport network built by the German Carl Friedrich Wilhelm Launhardt on his
model.
In the historical balance of Brazil's trajectory regarding the transport sector, especially
the policies implemented for the expansion of railroads that began in the imperial
period, passing through the first and second republics, the military regime and the post-

redemocratization period, it is possible to identify all metamorphosis in the sector
caused by successive plans carried out during this long period. These were motivated by
initiatives inherent to the innovation process of the transport sector, growth of the
railway network itself, or even by readjustment, renovation and shrinkage of existing
routes.
Important Brazilian thinkers of the structuralist school revealed most of the reasons for
the underdevelopment of Brazil and other peripheral nations, mainly in Latin America.
Celso Furtado and Nelson Werneck Sodré were some of the important names who, in
specific passages of their works, mentioned the issue of transport and railroads in the
Brazilian development process. The debate carried out by Roberto Simonsen and
Eugênio Gudin, in the publication “A Controvérsia do Aprendizagem na Economia
Brasileira”, also made evident many of the disagreements between the two thinkers on
various topics, explaining a point on which they could converge to a large extent,
namely: the fundamental importance of railway expansion for this process.
Particularly in this work, we intend to analyze government policies as well as the
performance of the railway sector, mainly regarding the behavior of investments, the
extension of the network, the volume of transport, as well as other variables related to
the sector, in the light of the process of privatization carried out from the early 1990s
until 2014.
