RESUMO:

This work aims to analyze the tax exemption of the Tax on Services (ISS) in São Paulo, its economic impacts as an instrument of economic policy and on collection. In particular, the Uniprofessional Society (SUP) regime in the city of São Paulo will be analyzed. There will be emphasis on the evaluation of the case of the São Paulo Municipal Tax Authorities, in particular some aspects of the Tax Exemption, its Special Regimes and especially the ISS-SUP Regime characterized as an institutional instrument that adds little to São Paulo society in terms of economic development and neither tax collection.
