Subnational governments and public policies for promoting food and nutritional security: case study and analysis of the Moeda Verde Program in Santo André-SP
The theme of the work is public policies for food and nutrition security, with the objective of understanding the role that subnational governments play in this context, based on the existing experience in the Municipality of Santo André, through the case study involving the Moeda Verde Program (PMV). From the methodological point of view, the approach adopted was qualitative and, to generate the data, the methods used were the review of documents and semi-structured interviews involving public managers, community leaders and residents of the regions benefited by the policy. The results found indicate that the actors have different perceptions and discourses about the scope and limits of the Program. In this sense, the work proposes an analysis based on the theories of public policy analysis, deepening the contributions associated with the so-called argumentative turn, developed in the field from Fischer and Forester (1993). With this, it is concluded that subnational governments have historically acted on this issue - and continue to act - albeit in different ways, the relevance of the role they play in fighting hunger and the contribution that this view has on the different conceptions of a public policy , in order to reflect on how to advance, develop, enhance and improve the Program, recognizing its relevance to the residents, especially in relation to the aspect of promoting food and nutritional security in addition to its socio-environmental aspect.
