STRUGGLES IN THE SÃO PAULO WATERS MACROMETROPOLIZATION: the discursive formation of the risks concept (financial and ecological) of the supply crisis of 2013-2015
Purpose.This research attempts to analyze the power relations that cover from the 2013-2015 supply crisis to the SABESP financialized management. It is an analytical of the power of the struggles in the São Paulo macrometropolization of waters, through Foucaultian discourse anlysis of the risk concept in face of climate vulnerabilities and the crisis of management of water and sanitation services (WSS). Methodology. The discursive formation of the concept of risk is the common thread to the discursive and non-discursive practices analysis of the subjects involved in speech. First, the practices will be analyzed as struggles fields: the management decisions of the Cantareira System; the watershed committees; social movements; the press; the justice system; and the SABESP accountability to investors. Second, interdiscursive relations will be analyzed in order to locate the conflicts of ideas surrounding the utterances that involve the meanings of the concept of risk. Third, the processes of practices transformations of will be analyzed, according to what Michel Foucault called extradiscursive analysis, in order to analyze the dependence games and discursive interdictions (2013, p. 8-9; 1999b, p. 9). In relation to each battlefield, the practices are considered according to the elements of discursive formation: object, subject, enunciate and associated domain (FOUCAULT, 2008a, p. 35 and SS.). Problem. How do the SABESP manager’s conduct are conducted in face of the risks in relation, on the one hand, the water supply crisis during the years 2013-2015 and, on the other, practices are oriented in the relationship with investors? Theory. The theoretical framework that enables this critical discussion is found in the interface of the research agendas of Political Ecology and Financialization, which, according to several theoretical nuances, has been confronting on privatization forms, water commodification, as forms of normalization of the things and conducts management that presuppose the market logic in the provision of public services and the disregard of their relations with the democratic question and political power. This research will give attention to the theoretical production of Political Ecology and Financialization that dialogues with ideas about Michel Foucault's "Art of Governing". The research resultconstitutes the reflexive narrative of this thesis on how the domination concrete forms to WSS access are engendered by societies in the financialization capitalism. In the context of the WSSs financialization in the São Paulo water macrometropolization, the discursive formation of the risk concept can stablish the analysis conditions on how the conducts of the SABESP leaders are conducted in the face of risks in relation, on the one hand, the water supply crisis of during the years 2013-2015 and, on the other, practices are geared towards investor relations.
