RESUMO:

This paper analyzes the role of technical advisory services in housing programs in Brazil, especially within the framework of the My House My Life Entities Program. It is hypothesized that over time technical advisory services were made possible by the operational arrangements of some programs and also influenced the design of housing policies and programs. The analysis of major experiences in technical advisory services from the 1960s to the My House My Life Entities Program and the interactions of these works with the international debates and practices permit exploring changes and permanence in the possibilities of action due to the configuration of housing programs. The research points out that the lack of characterization and the lack of a specific format for a multidisciplinary team in the My House My Life Entities Program admit, in some cases, the hiring of technicians with reference in the experiences of São Paulo (1980/1990), having the majority of whom emerged from the technical advisory services created at that time, with concrete links with the housing movements. In other cases, there is the development of work that is detached and characterized as a mere provision of services. From the perspective that there is no hegemony in the definitions of self- help housing and self-management, and considering the local contexts and limitations present for the self-management process in the program, this research reveals the characteristics of participatory practices of some technical groups in the states of São Paulo, Goiás and Rio Grande do Sul that allow us to suggest the displacement and dissociation of the term "technical advisory service" to other contexts.
