SUMMARY:

Since the second half of the 20th century, the world has experienced intense and varied processes of metropolisation that create new territorial designs and dynamics of interaction between urban spaces. In these processes, social, economic and environmental problems associated with the municipal scale also expand and acquire larger scales. At the same time, reforms have been taking place in the public administration of many countries. The way in which society is governed is increasingly shifting from a centralised, bureaucratic and hierarchical regime to a system of governance in polycentric networks that takes into account the particular contexts of each territory and includes the actions of civil society and the private sector. The new spatial, social, economic and especially environmental realities, with the advent of the climate emergency, bring to the governance networks of public services the challenge of ensuring the maintenance of natural resources while expanding the capacity to provide public services to a population that occupies increasingly large and interdependent urban spaces. Environmental sanitation is one of these many services. It relates to water supply and sanitation in order to improve the healthiness of the natural environment and benefit human health. In this research project, we investigate how the institutional arrangements related to the governance of environmental sanitation in expanded metropolitan regions are organized, based on the analysis of normative regulations. We seek to carry out a comparative analysis of the institutional arrangements based on the main existing norms and regulations, identifying and characterizing the dominant patterns of governance networks, their potentialities, main blockages and limitations. Notably, greater focus is given to the comparison of the Macrometrópole Paulista with the Buenos Aires Metropolitan Region, given their similarities. We intend, through the results, to contribute with reflections on possibilities to improve the environmental governance of the Macrometrópole Paulista, the main expanded metropolitan complex in Brazil
