The discussion about the “right to the city” has historically been guided as part of the struggles of social movements in the most diverse expressions, becoming a demand for various rights in Brazil. The objective of this research is to systematize how the social mobilization processes took place to achieve water regularization in the Gaivotas community, a land occupation located in the southern part of the outskirts of São Paulo, in an environmentally protected area. The research aims to identify a network of subjects and institutions that came together so that a water connection could be carried out in an area of precarious occupation, with land irregularity and housing insecurity. As a contribution, the work proposes to reflect on how gaps and approaches occur in the constant demand for rights, highlighting the role played by urban housing movements in this process, in addition to seeking to understand what the challenges, advances and mobilizations are. collective actions of these subjects to reduce the distance between what the struggle is and their real needs, related to the housing issue, but mainly water. Through the case study, it is possible to discuss in part how the urbanization process takes place on the periphery of capitalism in the recent period, illuminating the problems of access to water supply infrastructure and its relationship with the struggle for the permanence and regularization of water supply. home. The situation of irregularity is the argument commonly used by the sanitation service concessionaire for not making water connections in communities, which only happens with authorization from the city hall or the judiciary. However, in 2019 water connections in the Gaivotas occupation were carried out through the “Água Legal” Program of the Sanitation Company of the State of São Paulo (Sabesp). This happened, on the one hand, as a result of a broad organizational process and, on the other, as a change in Sabesp's positioning which, by no longer considering situations of irregular connections such as water losses, began to connect the low-income population. income on the network, generating new savings and customers. Although the public network has been installed, other problems and conflicts appeard so that access to water remains in quantity and quality.
