SUMMARY:

Risk and disaster management is a fundamental issue for the preservation of life, the environment and public and private property. In this sense, it is important to evaluate the efficiency of public policies aimed at identifying and reducing risks and managing disasters. The Juqueri Basin, located in the Metropolitan Region of São Paulo, was chosen for the study, as it registered, after the 2016 disaster, a series of transformations associated with the management of disaster risks characterized by landslides and floods. In order to evaluate the performance of this risk and disaster management carried out in the municipalities of the Juqueri Basin, a set of indicators capable of characterizing the level of inter-institutional integration and social participation was systematized. To this end, a bibliographic survey was carried out on concepts and approaches related to risk and disaster management, as well as public policies aimed at identifying and reducing risks and disaster management. In addition, municipal risk and disaster management plans of the municipalities of the Juqueri Basin were analyzed, with the objective of identifying the measures adopted for risk reduction and disaster management. Thus, criteria such as the existence of risk maps, contingency plans and warning systems, among others, were considered. Another relevant aspect that was considered in the research is linked to social participation in risk and disaster management. In this sense, the channels of communication between government institutions and the population were evaluated, as well as the existence of public policies aimed at raising awareness and training the population for disaster prevention. Finally, the results obtained were analyzed in the light of the concepts and approaches discussed in the bibliographic survey, in order to verify the performance of risk and disaster management carried out in the municipalities of the Juqueri Basin. It is expected that the research will contribute to the improvement of public policies aimed at identifying and reducing risks and managing disasters in the region, in order to minimize the impacts of natural disasters and protect life, the environment and public and private property. .
