Among the relevant topics to 21st-century society, water and related issues are present in debates about planning and territorial management. Governments, productive sectors, civil society organizations, and many individuals recognize the urgency of establishing strategic actions to improve the management and planning of water resources. The hydrosocial relations produce water and society as hybrids, internally related, resulting in inherently political relations. Based on this foundation, we argue that theoretical approaches guiding decisions on urban water security must consider the socio-environmental processes that produce unequal urbanization and associated vulnerabilities. Thus, analytical tools - metrics and scales - must be articulated to construct responses to this challenge. However, from this recognition, many important questions emerge to be addressed: What concepts should be adopted and articulated to guide interpretations and propositions regarding the reduction of inequality in water management? What are the appropriate metrics and analyses to support socially just decisions? In this research, we seek to answer these extremely relevant questions to achieve the general objective of contributing to the development of conceptual bases for the formulation of methods for measuring vulnerability to intra-urban water insecurity, correlating the existing hydrosocial concepts in the scientific literature with data available on platforms that allow for interpreting the diversity of conditions of vulnerability to intra-urban water insecurity in Brazilian cities.

We argue that metrics for analyzing social phenomena at the intra-urban scale could provide innovative elements in approaches to vulnerability to water insecurity. We correlated the dimensions of water insecurity proposed in the literature with analytical categories and variables capable of capturing the dimensions of vulnerability to water insecurity. Finally, we proposed a set of variables based on information available in the 2010 Demographic Census for intra-urban analyses of vulnerability to water insecurity.

Despite being the most complete information in terms of scale and variables, we demonstrated the low adherence of dimensions of intra-urban water insecurity to the data from the 2010 Demographic Census, whose data is mainly concentrated on the Social and Physical Environment dimensions. Thus, the result of this research points to the need to articulate different analysis methods to identify vulnerabilities to water insecurity in its multiple dimensions, with spatial indicators being one of the analytical forms capable of addressing some of the gaps, provided that they are formulated with variables that incorporate the theoretical dimensions predicted in the scientific literature.
