BEYOND THE MUD AVALANCHE: BETWEEN DISCOURSES AND THE SOCIAL CONSTRUCTION OF RISK
Located in the Metropolitan Region of Vale do Paraíba and the North Coast of the State of São Paulo, the Municipality of Jacareí developed within the segregationist logic of Brazilian urbanization and, as such, the production of urban space in a defective and exclusive way contributed to the creation of precarious settlements as an alternative to housing for the low-income population.
Many of these spaces are less suitable for urbanization and, therefore, of less interest to the real estate market, which, associated with social vulnerabilities and precarious infrastructure and services that affect these areas, end up creating disaster risk situations.
Based on the understanding of the basic causes of vulnerabilities and the dynamic pressures that lead to unsafe conditions in the historical process of urbanization, the present work aims to analyze how risk discourses have been mobilized in the process of forced removal of families from Jardim Bela Vista II - a precarious settlement in the Municipality of Jacareí that is in the process of urban regularization.
On the same subject and object, the work presents the diversity of discourses on the issue of vulnerabilities, risk and removal by the Municipality, Institutions of the Justice System, Technicians from the most varied bodies and residents of the settlement. The preponderance of another discourse is what can define the course on the qualification of security or the forced displacement of families from their living spaces.
