SUMMARY:

This work seeks to analyze the implementation of an urban renewal project, in a former degraded industrial area, in São Caetano do Sul. To this end, the context of emergence of Large Urban Projects and their economic, social and spatial constraints will be discussed.
Initially, the concept of Large Urban Projects is specifically defined, seeking to exhaust the main characteristics of such interventions, as well as to elucidate their economic and social context of implementation, with emphasis on the exhaustion of the Fordist accumulation regime. The productive restructuring of territories and the emergence of global value chains will also be discussed, in addition to the effects of the emergence of new urban projects for the field of territorial planning, highlighting the introduction of entrepreneurial action techniques to the detriment of consolidated forms comprehensive planning. In a second moment, social, economic and territorial aspects of the urban-industrial formation of São Caetano do Sul will be treated. Finally, the case study will be presented and discussed, outlining its various legal, economic and social aspects, against the background of the dichotomy between urban projects and real estate developments and the concept of fortified enclaves.
