SUMMARY:

Since its foundation in 1973, The State of São Paulo Sanitation Company (Sabesp) has developed water supply settlement programs in the peripheral communities located in its operation area. Initially, it sought to bring treated water to the peripheries with regularized settlement status. On the other hand, the poorer communities that lived in irregular areas, such as favelas, were served later and only after a broad process of society mobilization. Other factors have contributed for Sabesp, in partnership with other agents that promote public policies, to work in assisting the poorest populations, such as the degradation of the water sources in the São Paulo Metropolitan Region (RMSP), whose watersheds have been densely occupied by precarious settlements. The growth of the metropolis reproduces inequalities incensed by successive economic crises, added to the historical denial for the right to the city that submites the population living in slums and irregular occupations. The central issue is concerned with, despite the numerous initiatives to implement water network since the 1980s, Sabesp has not yet achieved the universalization of water supply and sewage services for the entire population living in precarious settlements, where is concentrated the sanitation services deficit in urban areas. The Sabesp’s most recent initiative, called “Água Legal” Program, aims to guarantee access to basic sanitation for this portion of the population. This Program is evaluated in terms of its effectiveness considering the experiences previously applied. To accomplish the objectives of this project, we intend to work with the explanatory and descriptive method, with bibliographic and documental research and quantitative analysis. The results performed will serve as a basis for analyzing the situation of coverage and attend in water supply and sanitation, considering the municipality of São Paulo as a spatial cutout and the year 1980 as the temporal cutout.
