SUMMARY:

The research deals with protected areas (conservation units) as an instrument of territorial
planning and environmental management in climate change scenarios and how they have
been affecting and are affected by governance processes in the Alto Tietê-Cabeceiras region,
Metropolitan Region of São Paulo. Conservation units are provided for in the National
Environmental Policy-Federal Law No. 6,938/81 and are considered instruments of territorial
planning and ordering that were consolidated with the implementation of the National System
of Conservation Units. In the territories, these areas provide ecosystem services, protect
biodiversity and its ecological processes and are considered more efficient strategies for
mitigating and adapting to the effects of climate change. The territorial cut of the research is
the Alto Tietê-Cabeceiras region, part of the Alto Tietê Basin, in the São Paulo
Macrometropolis. The study region is located on an important axis of economic development
in the state of São Paulo, shelters important sources of supply, is rich in biodiversity and other
natural resources that fulfill the function of providing environmental services and that
contribute to the improvement of quality of life of the population. The research focuses on the
discussion of territorial planning systems and practices for protected areas (conservation
units), considering the approach of planning systems and practices (culture) - Culturized
Planning Model, understanding how some elements of this model relate to the theme
protected areas. In this sense, the objective of the research is to understand the role of
protected areas in the adaptation and mitigation of the effects of climate change, as well as
the impacts of these in these areas, answering the question, about how the instrument
protected areas has been affecting and is affected by the processes of planning and
governance in the Alto Tietê-Cabeceiras region. The methodological approach was guided by
qualitative analysis, including bibliographic and documental research, participant observation,
application of interviews, data systematization and analysis. From the dialogue carried out
between the theories of planning and governance and the practical experiences on the
research topic, it is confirmed that protected areas are multilevel and multiscalar spaces,
where planning practices take place, favoring the understanding of the systems, however, they
are still little studied in the field of planning. In addition to their role in conserving biodiversity,
they are also a structuring element in planning, not only as strategies to control land use and
occupation, but also from a perspective of adaptation and increased resilience to face the
climate emergency. Thus, they need to be re-signified and strengthened as spaces of
governance.
