Urban interventions in valley bottoms: an analysis of the socio-technical transition in the Tamanduateí river basin

SUMMARY:

The work proposal intends to discuss the character of urban interventions in valley bottoms, within the scope of plans, programs and projects in the Tamanduateí river basin, with the cutout of the municipalities of Santo André and Mauá. The historical approach of works in rivers and streams of the region with the predominant application of gray infrastructures - channeling, road systems in valley bottoms and large reservoirs - allows us to say that the paradigm of intervention, with insufficient results even in the scope of urban drainage, is sustained by the prevailing socio-technical system. The latter configures a set of cognitive standardizations of material and social elements that ensures the perpetuation of the practices applied. However, climate variability and change expose a series of limitations to such interventions and push for a change in this perspective, leading to actions towards sustainability such as nature-based solutions, and changes in the status quo of planning and development and implementation of plans, programs and projects that represent innovations and ensure a more resilient relationship between the city and its waterways. The construction of this relationship involves several socio-spatial and planning factors, for this complexity the methodology of the work should include: mapping of the responsible institutional structure of each municipality, detailed identification of action planning and analysis of interventions in waterways. The analysis will allow us to evaluate if there is a transformative capacity to change the reproduction of the status quo of intervention in the valley bottoms of the Tamanduateí basin, capable of directing an urban transition towards sustainability.
