RESUMO:

Many Brazilian cities present a conflicting urban-environmental process of territorial occupation, especially when one observes the natural landscape of urban permanent preservation areas (APPs) on the banks of rivers being subjected to continuous artificialization. This picture portrays a model of planning and ordering that has revealed and provided opportunities for territorial (mis)governance in this clipping. It starts from the hypothesis that in these areas, spaces have been occupied not only by the low-income population, excluded from formal access to land and housing, but also by other urban interventions that contribute both to the reduction of their integrity and their relevance for the conservation of environmental quality, accentuating the man-nature imbalance. In this context, the present research, having as object of empirical investigation the watershed of Igarapé São Francisco (BHISF), located in the city of Rio Branco/AC, aims to analyze the artificialized territory in urban APPs on the banks of rivers, based on: ) in regulating instruments inducing the territorial governance of these spaces; and, b) in the spatial knowledge of the occupation of this territory. Based on a methodological scheme adapted from CHÁVEZ (2005), the concepts inherent to the theme are deepened through an extensive bibliographic review, surveys and document analysis of the standardizing instruments are carried out, and spatial analysis of human occupations through occupation monitoring indicators territorial. The data and information extracted from the investigation aim to improve the understanding of this reality and support the public power and civil society in the decision-making process for the formulation of actions aimed at planning, management and intervention for the mitigation of urban-environmental conflict, contributing to efforts to face the challenge of making urban space balanced and sustainable
