RESUMO:

The conflict between airports and cities is inevitable, sets apart users and non-users, and
demands equating distinct objectives in the pursuit of social justice through urban planning
and zoning. Airports involve large capital investments and generate environmental, social and
economic impacts which transcend their boundaries. They connect local and global scales, the
latter leveraged by the hegemony of neoliberal policies in world economy. Aviation grows
exponentially, increasing the demand for airport capacity and intensifying its negative
externalities. The SARS-Cov-2 pandemics simply postponed such trend as there are records
indicating the recovery of movements to the pre-pandemic levels. Today’s cities host the
majority of the world population and they will continue to grow, especially in the Global
South. The simultaneity of these trends indicates that the conflict tends to worsen, raising new
challenges for planners. Urban planning and zoning are less efficient in the Global South
countries than in those of the Global North, where better practices and governance are seen to
deal with the conflict, although not resolving it. Such conflict and governance were compared
in São Paulo and Los Angeles as both at some time refused a new airport and both have a
large airport enforced to night curfew. Land use typologies around ten commercial airports (4
at São Paulo and 6 at Los Angeles) were analyzed as per their compatibility with airport
activities. It was found that Los Angeles’ airports have neighborhoods which are more
compatible with airport activities, with a population affected by aircraft noise far smaller than
that of 3 of the 4 airports of São Paulo’s macro metropolis, where there are denser population
around some airports, be it due to formal real estate market in more central zones, or due to
self-construction at the periphery areas. Both countries have fairly similar federal regulations
which do not eliminate the conflict but allow mitigating it through actions of continuous noise
monitoring with ample transparency of the results, keeping of channels of popular
participation and complaints’ records, acoustic protection works and even involuntary
resettlement, all common on the Los Angeles’ airports but never initiated or enforced at São
Paulo’s airports.
