RESUMO:

There are mismatches between theory and practice of urban drainage. Despite advances in environmental speech over the years, the slums have not been prioritized in terms of investments and sustainable urban drainage. Most slums are in vulnerable urban spaces, mainly due to occupations on the riverbanks, slopes and hilltops, therefore micro and macro drainage being essential for risk management and urban space qualification. The recovery of the historical trajectory of drainage project conceptions in slum upgrading will support the understanding of the typologies of interventions, the aspects, components, and stakeholders that influence and define such conception. Therefore, the object of study consists of a historical survey of the scopes definition of urban drainage projects in slum upgrading in the ABC Region, from the 1980s to the present day - including the analysis of slum upgrading projects of the Growth Acceleration Program (PAC). The research takes as its methodology a literature review, interviews with key actors and a case study focused on the analysis of the PAC project design. This research intends to provide subsidies for the debate on drainage in favelas to advance from treatment as an isolated component of sanitation to a more comprehensive and integrated view of urban water management.
