RESUMO:

Analyzing the trajectory of urban planning in Brazil, Villaça identified the transition
trend of the planning that was made to be realized for the discourse-type planning. The latter
would manifest objectives aligned with the interests of the population, but without being
effectively realized, would serve to hide the concrete objectives of the hegemonic sectors for
the territories. However, the Action Plan of São Paulo Macrometropolis partially breaks with
this tradition by making explicit objectives closer to the ineresses of hegemonic sectors. The
objective of this dissertation is to compare the discourses of sustainability present in three
territorial planning instruments: the Action Plan of São Paulo Macrometropolis, the Integrated
Urban Development Plans and the Master Plans of the largest cities in metropolitan regions and
urban agglomerations of the São Paulo Macrometropolis. Sustainability was chosen as a key
for this comparison due to the increasing relevance of the environmental issue to the political
agenda and the disputes of different sectors of society around the meanings of sustainability.
An arrangement of three theoretical and methodological instruments is proposed: (i) the threedimensional Fairclough Model for Critical Discourse Analysis; (ii) the quantitative,
qualiquantitative and qualitative methods of Corpus Linguistics and; (iii) the Dryzek’s matrix
for classification sustainability discourses. We identified a predominance of discourses of
sustainability of conservative profile in the planning of the macrometropolitan scale, compared
to more progressive discourses present in the metropolitan and, especially, local scale. It is also
possible to observe that the meaning given to sustainability varies according to the form of
institutionalized participation in each planning scale, being more progressive the broader the
participation and more conservative the more restricted to economic agents and sectors of the
State. The results obtained reinforce Villaça’s thesis, according to which the spaces of popular
participation tend to reinforce the contradiction of the role of planning in making its elaboration
processes more hostile for the hegemonic sectors to express their objectives for the organization
of the territory.
