The Project as a process. The Urban Redevelopment case of Vila Leopoldina-Villa Lobos
To deal with the urban challenges in areas characterized by a contradictory metropolitan industrial development trajectory, public managers have been urged to design redevelopment projects capable to reconvert a cycle of depreciation and degradation into opportunities with the participation of the private sector and civil society as a whole. Planning methods to move into this direction should consider dimensions related to the urban regulatory framework, the design of physical-territorial interventions and the viability that underpins the funding. This research discusses the analytical and empirical aspects of a specific urban law, that is, the one related to the Urban Intervention Project (PIU) Vila Leopoldina-Villa Lobos. It provides a historical grounding in the evolution of urban-legal thinking, and subsequently discusses the contemporary conception of the plans and projects in the city of São Paulo.
