This research aims to discuss Environmental Impact Assessment (EIA) practices, in dialogue with planning field reflections. We study the São Paulo Macrometropolis (MMP) environmental licensing (EL) of water use developments, which took place during the water crisis in 2013-2015. During this period, an atypical drought affected this region and compromised the water supply system, which required emergency constructions and speed in permits processing submitted to EL. Contributions from the planning field indicate that the analysis of the EIA application needs to consider contextual variables and to understand the paradigms that determine the way in which planning systems work (in this case, environmental assessment systems). The analytical perspective proposed sought to incorporate these contributions. The research uses a qualitative approach and the methodology includes, in addition to literature review, documentary research and interviews with actors who participated in the EL processes in different roles. The data were subjected to content analysis using MAXQDA® software. We observed that the emergency context showed weaknesses already pointed out in the literature on EIA processes in Brazil, including the insufficiency of technical and institutional ability, the low effectiveness of public participation and problems in dialoguing with stakeholders. Furthermore, it appears that EIA and EL practices reveal demands that go beyond their original functions. Thus, the results obtained suggest that the study of theories, models and planning approaches may contribute to the understanding the nature of EIA and its path. The cases studied reflect the technical-scientific rationality, which is a characteristic of environmental assessment systems and demonstrate the potential for insurgencies as ways of confronting hegemonic planning models.  Thus, it concludes that there is a need to extrapolate the instrumental view and consider the challenges intrinsic to the complexity of the theme, especially in a scenario of climate uncertainty. Finally, it is important, in the current national context, in which environmental policy is threatened, to preserve the instruments’ preventive nature and the minimum operational structure of environmental assessment systems, so that, in the future, there may be advances.
