RESUMO:

The urbanization process in Brazil was accompanied by the industrialization process and encouraged by the desire for modernization electing the automotive industry as an icon of economic development. The car culture was quickly consolidated influencing the current configuration of cities that depends on motorization displacements. Over the time, the bicycle has lost space in cities, becoming an unsafe mean of transportation and the consequences of prioritizing the automotive model has shown by social inequity, selfish lifestyle, pollution and more environmental and social problems. From 1980, emerged around the world, social and environmental movements influenced by the speech of social and environmental justice, arguing the automotive prioritizing and valuing the active and collective means of transportation. It is not a coincidence that public policies have encouraged the bicycle use in recent decades with construction of bike lanes, leisure cycle lanes, bike racks and other actions. However, within the potential that bicycle offers and the advances obtained by the public policies in the past years, the bike genre is still facing many problems to become a more usual and popular mean of transportation. After that, this research seeks to understand what difficulties bicycle faces to consolidate as mean of transportation, using the theories of mobility changing paradigm and transition of sociotechnical transport system under the multilevel perspective; and what advances the bicycle mobility acquired detaching the contribution of public policies and private initiatives to the bike genre. To support this research, a comparative case study has been developed related to the use of bicycle between the cities of São Paulo/SP and Vitória/ES, observing their different formation, urban characteristics and the remarkable implementation of public policies for the use of bikes. This comparison count on document analysis, bibliographic and interview of players envolved with development of bicycle public policies and also the users of each city. In the end, it is expected to understand which analyzed city has the best development of bicycle mobility and how much it influences the environment to a change of sustainable mobility paradigm.
