The ABC Region is one of the pioneers in terms of slum upgrading, and the Municipality of Santo André is highlighted by its advances and inovitation in this field of knowledge. This research’s objective was to analyze and examine the slum upgrading’s methodologies and strategies adopted by the Municipality of Santo Andre since 1990 and to verify how the complexities and limitations of this process were faced. The research used two territorial approach levels: local level, by studying the construction and development of the slum upgrading policy in the municipality; and the Tamarutaca level (precarious settlement level) which received interventions for a long period. Therefore, a bibliographic research and a documental analysis were taken as well as several interviews with municipality’s technicians and Tamarutaca’s communitary leaderships. In total, there was more than three decades of interventions in Tamarutaca, which started in 1989. The process was affected by changes in the slum’s configuration, in the local governement’s management policy and availability of funding. The interventions that took place in Tamarutaca were able to increase quality of life for the population, however there are still problems associated with violence, drug trafficking, occupation of hazardous áreas, maintenance and urban control. Thus, it is possible to conclude that slum upgrading processes are complex and take long periods, also, its success envolves different factors, such as the quality of communitary participation, integrated and intersectorial actions, continuous presence of State in the territory and inter-federative coordination.
