RESUMO:

The research presented here deals with protected areas (conservation units) as an instrument of territorial planning and environmental management in climate change scenarios and how they are affecting and are affected by governance processes in the Alto Tietê-Cabeceiras region, Metropolitan Region of São Paulo. The object of study in this research, the conservation units are foreseen in the National Environment Policy - Federal Law nº 6.938 / 81, being considered planning and territorial planning instruments that were consolidated with the implementation of the National System of Conservation Units. In the territories, they provide ecosystem services, protect biodiversity and its ecological processes and are considered more efficient strategies to mitigate the effects of climate change. The territorial focus of research in development is the Alto Tietê-Cabeceiras region, part of the Alto Tietê Basin, part of the Macrometrópole Paulista. The study region is located in the central axis of the economic development of the state of SP, has important sources of supply, is rich in biodiversity and other natural resources that fulfill the function of providing environmental services and that contribute to improving the quality of life. of the population. The research focuses on the discussion of territorial planning systems and practices for protected areas (protected areas), considering the planning system and planning practice approach. In this context, the focus of the research is to understand the important role of protected areas in adapting and mitigating the effects of climate change, as well as their impacts on these areas, answering the following questions: What are the trends and debates in the field of planning and governance on the role of protected areas in a climate change scenario? And considering the climatic variability, how has the protected areas instrument been affecting and is it affected by the planning and governance processes in the Alto Tietê-Cabeceiras region? The methodological path is guided by a qualitative analysis including, bibliographical and documentary research, participant observation, application of interviews and socio-spatial analysis. It is expected to contribute to the debate on territorial planning and environmental governance, based on practical experiences on the topic, as well as improving scientific knowledge about the role of conservation units in the face of climate change in this important region of the Macrometrópole Paulista.
