RESUMO:

Historically, there has been a growing demand in Brazil for the air transport. In a country with structural transport deficiencies, this modal has become an essential alternative because it presents competitive characteristics (safety, speed and comfort) compared to other ones. In the period from 1960 to 2017, while domestic production multiplied by nine, the demand for air transportation increased almost 38 times (IBGE, ANAC, 2016). The corollary to the estimates of traffic growth is that the regular airline industry in Brazil has been showing significant growth rates in recent years, although such increases are not necessarily associated with the precariousness of road infrastructure, but with macroeconomic conditions and dynamics of the air market itself. However, in the so-called Regional Aviation (AR), the one that serves markets whose airport moves up to 500 thousand passengers / year, according to the definition of SAC - Civil Aviation Secretariat -, the numbers show the opposite. In 1960, approximately 350 cities were served, compared to the current 80 (SAC, 2015), a result of discontinuity and / or absence of public policies to stimulate the sector
