IMPLEMENTATION OF AFFIRMATIVE ACTION POLICY IN BRAZILIAN FEDERAL UNIVERSITIES: MT, PA and AM
The study seeks to understand the implementation of affirmative policies to assist access and permanence in Brazilian federal universities, in the period between 2010 and 2019. In this process, a prominent agent is the Middle Level Bureaucracy-BME, a group of civil servants who responsible for managing resources necessary to promote equity in disputes over access and assistance for student retention in the Brazilian higher education system. Three Federal Universities were analyzed. selected. The work is organized based on secondary data and bibliographical surveys, extracted from databases and official and civil information systems. Developing on the idea of the public policy production process, with attention to the implementation phase of programs, projects and affirmative actions in the universities mentioned. Taking as a starting point the theoretical contributions of studies organized by Ana Cláudia Capella (2018), exploring the process of formulating public policies; Cavalcante and Lotta (2015), and the description of public bureaucracy; and the reflections of Luciana Tatagiba et al. (2018), on the influence of social agents interfering in public policy proposals. In the end, we hope, in addition to highlighting the Central-West and North regions of the country, to contribute to the research agenda on people management policy in universities; in addition to adding to the revisionary debate on standards guaranteeing equitable conditions in disputes, not only for access to a vacancy, but also those necessary for an assisted stay in its various reception possibilities.
