SUMMARY:

Initially, the study seeks to map the profile of the servant/occupant of the management position, in the process of formulating and implementing affirmative policies in Brazilian federal universities. Described as a Middle-Echelon Bureaucracy (BME), they manage the necessary resources to ensure equal conditions in disputes for access and assistance for student permanence in the higher education system. The research takes place in three Federal Universities selected, at first, by what is insinuated as a propensity to certain affirmative action, then by their different instances of implemented decisions of these referred programs; in the period between 2010 and 2019. The work is organized from secondary data and bibliographical surveys extracted from databases of the Federal Government, legislative and university delegates; observation in the field and interviews based on a semi-structured script. Developing from the idea of the public policy production process, observe the formulation and implementation phases in what results in programs, projects and affirmative actions of assistance to student access and permanence in federal public universities. The expectation is to illustrate the agency of the public bureaucracy in the decision-making process of the affirmative action policy and its management model. Taking as a starting point the theoretical contributions of the studies organized by Ana Cláudia Capella (2018), exploring the process of formulating public policies; by Cavalcante and Lotta (2015), seeking issues such as performance and management autonomy over the process; and the reflections of Luciana Tatagiba and collaborators/e (2018), on the influence of social movements on public policies. In the end, we hope to contribute to the people management policy; collaborate with the development of the research agenda on BME; in addition to adding to the revisional debate of guaranteed norms of equal conditions in disputes, not only for access to the vacancy, but also those necessary for an assisted permanence in its various possibilities.
