CIVIL SOCIETY, DIGITAL PARTICIPATION AND ENVIRONMENT: analysis of the political debate promoted by CONSEMA-SP representatives on internet social networks

SUMMARY:

The present work has as its theme the analysis of citizen participation promoted by members of participative institutions, through their internet social networks. To this end, the case of the State Council of Environment of the State of São Paulo (CONSEMA) was studied. Citizen participation as a democratic device becomes even more important for the transformation of a scenario of environmental crisis, aggravated by the controversial environmental policy of the Bolsonaro government. Environmental management in this government has been characterized by budget reductions, dismantling of government and civil society protection agencies, increased rates of destruction of natural resources, among others. In the state of São Paulo, due to the mergers, initiated by the Dória government, the environment lost the status of a State Secretariat and started to be treated at the level of a sub-secretariat, raising questions about the isonomy in decisions of conflict between the political secretariats centralized in the same body, which reinforces the importance of increasingly participatory discussions in environmental policy. Considering the internet as a potential channel to promote such participation, the research aims to evaluate how the environmental civil society members of Consema expand, on their respective institutional social network platforms, the debate about the agendas of this collegiate. The study was done through a survey of information in the literature on participatory institutions and digital democracy, the analysis of Facebook, Instagram and Twitter pages and profiles of these entities, and through interviews with their representatives. The results show that there is little participation of civil society, and social networks are little used to integrate the common citizen in the environmental debate. In general, it was concluded that participatory democracy is little mobilized through Information and Communication Technologies (ICTs), but a limited use is made of these tools, reaching only the first degrees of digital popular participation. Finally, it is emphasized that scientific studies such as this are fundamental to understand the current dynamics of sociopolitical interaction, thus being able to guide actions to strengthen Brazilian democracy.
