At the beginning of the millennium, Brazil experienced a period of strong investment in policies social. With the objective of combating poverty and social vulnerability, a series of policies were launched as part of a government program that sought to withdraw Brazil of the hunger map, since, between 2002 and 2003, 46.7% of Brazilian families declared no eat enough, according to the Survey of Family Budgets (POF) (SILVA; TAVARES, 2010). Fighting poverty, however, requires more than alleviating its urgent symptoms.

Offer families minimum living conditions, food security, clothing and education are essential in order to break with what is conventionally called the cycle intergenerational poverty. In this process, all activities that are focused on for social reproduction: domestic work, care work, solidarity networks and attention to health and education. Although paid work allows for income to be earned contributing to the satisfaction of household consumption needs, it is in the reproductive work that resides much of what is essential for the maintenance of life.

At the heart of public policies that aim to break the intergenerational cycle of poverty, there is the Bolsa Família Program (PBF). Created in 2003 and enacted in 2004 by then President Luís Inácio Lula da Silva, the PBF grants financial transfers monthly to families in situations of poverty and extreme poverty, and, in return, demands the compliance with conditionalities in the areas of education and health (BRASIL, 2004; FONSECA; RACKET, 2018). However, the focus on the family brought about concerns feminist, who pay attention to a possible reinforcement of gender standards based on the division work, since the woman of the household is preferably the holder of the benefit. As holder, it is also she who becomes responsible to the State for the compliance with the conditions of the program, as well as keeping the record up to date.
