Maintenance of colonial power structures and nations without states in the 21st century: the case of Western Sahara

RESUMO:

The territory of Western Sahara was a Spanish colony and should have gone through the process of self-determination following recommendations from the United Nations, but this process never occurred. On the contrary, the territory has undergone a new process of foreign occupation, resulting in the conflict that has existed for over forty years, between Morocco – the occupying power – and the Polisario Front – Saharawi liberation movement. This is a theme that justifies being analyzed in the area of International Relations and has received little attention in the Brazilian academy. This research aims to understand how the remnants of colonialism relate to the existence of nations without states in the 21st century, we study the question of Western Sahara from the following question: How do state actors influence the non-resolution of the Western Sahara conflict and thus hinder the creation of the nation state? Following the post-colonialist and decolonial perspectives that the end of the colonial period does not mean its overcoming. Therefore, even after the end of the colonial period, imperial powers would still be impelled by colonialist ideals, present in discourses, practices and political relations. From this, we hypothesize that the state actors maintain a system of domination over the territory of Western Sahara and the Saaraui people, for their geostrategic and/or economic interests, as did the metropolises with their former colonies. To answer the problem of this research, we studied the remnants of colonialism making a critical historical review on the colonization and decolonization of the African continent, focusing on the Maghreb region, where western Sahara is located. We analyzed the Western Sahara conflict from the post-colonialist contributions of Said (2007), Spivak (2010) and Bhabha (1998) and decolonialists from Quijano (2005). The results of this research show how the case of Western Sahara remains unresolved due to the maintenance of colonial power structures.
