RESUMO:

This dissertation aims to analyze the way in which the struggle for social rights of paid domestic workers, historically deficient, was discussed in the scope of PEC 478/2010, popularly known as “PEC das Domésticas”. As for the specific objectives, it is sought: a) to unveil the claims of the category, in view of the network of relationships established with other political subjects; b) identify the disputes faced to guarantee better standards of social protection for domestic professionals; c) investigate to what extent the conceptions mobilized by segments called upon to manifest themselves on the impacts of the proposal highlight the status of deprivation of rights of domestic workers as an indispensable condition for the possibility of the capitalist system and, as a result, subject to the concealment of material and symbolic meanings of their location in the labor market. The collected material originates from written documents and audiovisual recordings of public hearings convened by the Chamber of Deputies, conducted by qualitative methodology and by resorting to oral memory as a strategy for accessing experiences and reading the facts narrated by the President of Fenatrad. The theoretical framework is the feminist intersectional decolonial perspective, derived from the concern to situate the debate in the historical-colonial context in close dialogue with recent formulations that locate paid domestic work in the institutional and constitutive frontier of capitalism between production and reproduction, whose logic of operation it presupposes the continuous extraction of the resources and capacities of subjugated groups, in the case analyzed, from principles forged in class, gender and race hierarchies
