RESUMO:

Discriminations such as racism, social prejudice and xenophobia from one state to the next are pertinent and widely studied cases today. The idea that there are still different discriminations in Brazil today is almost consensual. When we think about the construction of knowledge in our educational system, it becomes almost impossible to ignore the study of the origin of these discriminations, either to rescue cultural points that were underestimated and discriminated throughout the history of Brazil or to try to understand possible origins of the problem of racial prejudice. Eugenics was an important science in the early 20th century that influenced our educational plans. Psychiatrists in Rio de Janeiro who formed the Brazilian League of Mental Hygiene (LBHM) pioneered in the first republic and in the Vargas Era solutions to deal with the population, not only for those who were sick, but also created proposals to treat children and adolescents, proposals in which they aimed at the racial improvement of the Brazilian population through education. The dichotomy promoted by the eugenicists between “good characteristics” and “bad characteristics” of the development of the human race was a perspective strongly considered and influential for our public policies and, consequently, these political proposals promoted in education by the Ministry of Education and Health (MES) ) have for a long time moved an institutionalization of racism.
