Economic development and the environment: the evolution of the socioeconomic and environmental performances in Brazil (2000-2015)

Environmental issues have long been overlooked by economic theories. When discussed, in most part, it is seen as a problem that will be solved by economic growth in the long run, or technological advancement or even by the market itself. However, the economic system cannot be an isolated and closed system, since energy and raw materials are a part of it and when they enter into the economics process, they result in consumer goods and waste. It is necessary to consider that the economic system, the biological system and institutional system evolve concomitantly, with reciprocal influence between them. Ecological Economics highlights attention to this limitation of conventional theories, and particularly, the role of the environment and its influence. More recently, mainly after the 2008 crisis, an empirical macroeconomic framework has been developed. Among Latin American thinkers, ECLAC also carried out work in the 1980s in this line of thought, with a greater focus on the dependence of peripheral economies on exports of natural resources. Through these two theoretical foundations, the objective of this work is to investigate the pattern of socio-environmental development in Brazil, in the approximate period from 2000 to 2015, based on the joint assumptions of Ecological Economics and the work of ECLAC related to the topic. In other words, it aims to investigate the relationship between economic growth and socio-environmental data related to population, employment, poverty and environmental degradation in the Brazilian economy over that period. In addition, a model was also applied to the Brazilian economy to explore future scenarios until 2050, aiming to investigate whether it would be possible to improve the HDI without significantly increasing the Ecological Footprint. What was found is that the Brazilian socio-environmental profile in the post-2000 years was characterized by a mix of punctual improvement in some relevant indicators (such as salary increases, access to education and reduction in the pace of deforestation in the Amazon) with a parallel deterioration of other environmental indicators, such as a greater presence of non-renewable energy in the consumption agenda and exports strongly concentrated in natural resources, resulting in a decrease in local reserves. Regarding the future scenarios investigated, it was found that it is possible to improve the HDI without having such a significant impact on the ecological footprint. Hence, it is necessary to rethink the production process, in different ways: by amplifying the use of renewable energies, increasing the efficiency and productivity of natural resources; recycling and reusing goods and waste; the modification of the economy's primary export character; by changing the pattern of wealth distribution; by a new set of public policies and even by a structural change in customs. Investment in labor-intensive areas and with a significant impact on people's well-being, such as health and education, should be privileged if the objective were to reduce the environmental impact of further development.
