RESUMO:

The territory of Western Sahara was a Spanish colony and should have gone through the process of self-determination following recommendations from the United Nations, but this process never occurred. On the contrary, the territory has undergone a new process of foreign occupation, resulting in the conflict that has existed for over forty years, between Morocco–the occupying power – and the Polisario Front–Saharawi liberation movement. This is a theme that justifies being analyzed in the area of International Relations and has received little attention in the Brazilian academy. This research aims to answer the following question: How do international state actors influence the perpetuation of the Western Sahara conflict? The hypothesis of this work recognizes that state actor shave a close relationship with the perpetuation of the conflict, which prevents the Saharawi nation from instilling a legitimate national State. To answer the problem of this research, we will examine some objectives: to analyze the historical context and the geopolitical map of the conflict; study the formation of States according to the work “Coercion, Capital, and European States” by the author Charles Tilly; explore the theory of the English School of International Relations; conceptualize the principle of self-determination; investigate the various interests of the actors involved in the conflict and their relationshi with the impasse in resolving the conflict based on the theoretical contribution studied. These other actors play a fundamental role in the development of the conflict, as they have their own interests in the territory of Western Sahara. Therefore, this work seeks to demonstrate how these interests are correlated with the perpetuation of the conflict.
