The Expansion of Public Policies' Circulation, Diffusion, Dissemination, Mobility and Transfer Studies in Brazil (2003-2019).

RESUMO:

The study on policy diffusion and policy transfer has been carried out internationally since the 1950s. However, this theme only appears in Brazilian postgraduate studies after 2003, revealing growth only after 2013, when new theses and dissertations are completed, maintaining this growth for the following years. This expansion of studies can be seen, according to Brazilian authors specialized in this theme, as the establishment of a national field of study on such phenomena. Different academic events and publications have focused on this topic, evidencing multidisciplinary studies with increasing numbers. However, such studies - given their proposals - were not dedicated to systematically mapping this expansion or analyzing this production through a qualitative method, which would offer an understanding of what is being studied in Brazil in terms of these phenomena. So, the problem that arises in this thesis is which are the research focuses in the Brazilian academic production on the theme, which are its methodologies and authors used. The guiding hypothesis are: that studies on international cooperation, when linked to the theme, are oriented towards South-South cooperation; that there is a great influence of the writings of Dolowitz and Marsh in this production. In order for such hypotheses to be verified, an Content Analysis methodology, based on Bardin, is used. Thus, the present thesis proposes to offer this systematic mapping, describing the expansion of this field of studies from its first productions, in 2003, until the month of January 2020, the final date of data collection, adding to this an content analysis of such works, to verify what is researched, which methodologies are applied and which are the main references used. To this end, data on Brazilian theses and dissertations on the subject was collected from the database of the Coordination for the Improvement of Higher Education Personnel (BTD / CAPES), allowing a quantitative mapping of the field, passing to the application of the content analysis method, to achieve the other objectives of this thesis. Results points that, initially, the field shows a considerable expansion in the period, in particular from 2013; however, the qualitative analysis found records inconsistent with the theme, which demonstrated the inability of simple systematic mappings to offer the effective development of the field. The content analysis also allowed to verify that the studies on the theme are divided between public politicians and international relations, the latter with a greater focus on South-South cooperation and both subdivided between sectorial or specific public policies. Finally, a new panorama of the area in the country is presented, which comprises only the works that effectively develop research on the themes of this thesis, opening new possibilities of interpretation and understanding on the field of circulation, diffusion, dissemination, mobility and policy transfer in the country.
