International Transfer of Social Public Policies as a Brazilian Foreign Policy Strategy: a Minustah case study

In 2004, following the fall of Haitian President Jean-Bertrand Aristide, the United Nations approved the creation of a peacekeeping mission to stabilize the country, called Minustah. At the time, the UN granted command of the operation to Brazil, which used the opportunity to transfer public policies to Haiti, in particular derivatives of the Zero Hunger Program, in an attempt to address some of the primary causes that generate conflict, such as socioeconomic inequality and famine. The aim of this thesis is to analyze the process of international transfer of social public policies as an instrument of foreign policy during the two administrations of former president Luiz Inácio Lula da Silva (2003-2010), in order to understand how the domestic agenda can serve as prestige in the international system. Our proposal is to make a comparison of the volume of international cooperation agreements signed during the Lula administration, in comparison with his predecessor, Fernando Henrique Cardoso (1995-2003) and his successors, Dilma Rousseff / Michel Temer (2011-2018). . This research is relevant because it addresses fundamental issues for Brazilian foreign policy, such as the correlation of foreign policy with the field of public policy, besides analyzing how a program such as Hunger Zero, for example, gained prominence in Brazil's international agenda in a given period - although these are issues that, from an interdisciplinary point of view, are little addressed by Brazilian researchers, such as the articulation between the human security agenda and peace operations. This study adopts the process tracing method, a predominantly qualitative methodology, but which allows the use of quantitative elements to validate the hypotheses. Since the transfer of public policy is a difficult phenomenon to measure, we conducted a case study, the UN peace mission in Haiti, as a way of focusing our investigation on an empirical reality that allows its generalization to other similar cases. We have also adopted the interview technique, so that individuals linked to the foreign policy-making process can help fill in the research gaps. From a quantitative point of view, our study analyzes data from the Brazilian Cooperation Agency (ABC), in order to allow us to prove the articulation of social public policies as an instrument of foreign policy in the Lula governments.
