Cities are the main drivers of the climate crisis, as they are responsible for around 75% of global carbon dioxide (CO2) emissions resulting from energy consumption, which contribute to the intensification of climate change impacts, while also playing a leading role in combating climate change. Therefore, it is crucial to understand how cities can respond to climate impacts, especially at the local level, due to factors such as their inter-sectoral and inter-municipal capacities, which are fundamental to building more resilient cities, such as the region studied in this research. In this sense, as the main local public climate policy, the Greater ABC Climate Change Action Plan (PAEMC) is the object of study in which the objective was to identify and analyze how the ABC Paulista region and its municipalities have incorporated concrete adaptation measures in their governance instruments, in accordance with the main climate risks to which municipalities already face, based on qualitative research using official documents, publications and scientific articles in order to obtain data for the analysis of climate adaptation developments in the ABC region. However, the results show that the PAEMC faces numerous challenges and limitations due to the ambiguity of the adaptation concept, which leads to gaps in the integration of both mitigation and adaptation measures with local governance instruments, such as urban planning policies. In total, 31 actions and targets were identified that address mitigation and adaptation aspects, as well as 31 sectoral guidelines. Among the actions identified is the training of municipal managers to prepare and adopt adaptation measures. Although there has been some progress in adaptation planning actions, the transition to adaptive and resilient climate governance is a major challenge in building the adaptation plan in ABC Paulista.
