SUMMARY:

Globally, inadequate management of urban solid waste (MSW) has caused a significant increase in the quantities generated and discarded. In Brazil, despite the promulgation of the National Solid Waste Policy (PNRS) in 2010 and recommending an integrated management of MSW with a focus on economic, political, social, cultural and environmental dimensions, the generation of this waste increased by 19% in mass of 2010 to 2019. Specifically for plastic solid waste (RSP), which represents 16.8 % of MSW, this is equivalent to an increase from 10 million tons per year to approximately 12 million tons per year. To date, no studies have been identified in the literature covering RSP management that integrates the requirements of these five dimensions. In this scenario, the main objective of this study was to analyze whether the five dimensions of the PNRS are included in the management of plastic waste in the municipality of São Bernardo do Campo (SBC), located in the state of São Paulo (SP), Brazil, considering the actions of stakeholders involved in the flow of this waste, namely, public authorities, citizens, the production industry and the reverse engineering industry. A diagnosis, through a structured questionnaire, documentary analysis, interviews and participatory observations, was carried out with representatives of the public involved, seeking to classify, in the format of a SWOT matrix (Strengths, Weaknesses, Opportunities and Threats), the management evaluated in terms of potential (strengths and opportunities) and challenges (weaknesses and threats) for each of the five dimensions of the PNRS, in order to offer subsidies to leverage a continuous improvement plan to the challenges identified in the integrated RSP management practiced in the municipality. The main conclusion of the study is that the political dimension is the one that requires more interventions for improvements. The biggest challenges for public authorities refer to insufficient environmental education, the non-existence and/or inconsistency of MSW management performance indicators, the outdated SBC Municipal Solid Waste Plan (PMRS), the fact that individual collectors are disconnected from the municipality's selective collection program, society's negative perception of the MSW energy recovery process in the region, the limited capacity of the landfill that serves the municipality and the lack of regulation for the production industry with respect to the placement of new types of packaging on the market with no prospects of being recyclable or recycled. Furthermore, the cultural dimension, which despite being the best evaluated in the general context, presents a misalignment of perspectives between those involved, which can lead to conflicts and difficulties in making decisions to implement improvements. The study recommends the use of the 5W2H tool by public authorities, aiming to overcome the identified challenges. The success of implementation, however, will be directly related to the engagement and commitment of the various people involved in the RSP flow, the financial resources made available and the intense coordination of public authorities.
