RESUMO:

This dissertation studies the urban expansion in the municipality of Ilha Comprida, located on the south coast of the State of São Paulo, through the modeling of land use to evaluate how and which variables, including zoning in the Ilha Comprida Environmental Protection Area (APA) stipulated in Decree nº 30.817/ 1989, influenced the use and occupation of the physical environment. The development assessed how the legislation brought and can still bring direct impacts on land use and occupation patterns, under the hypothesis that despite conflicts, zoning plays an important role in conservation. For the modeling, the bayesian method of weights of evidence was applied through the software Dinamica EGO, with the evaluation of the variables involved in the transition from non-urban land use to urban use. The categorical variables of vegetation, soil and urban zoning were used, and the continuous variables of the Normalized Difference Vegetation Index (NDVI) and distances to the edge of the island, the coast line, the road system, the drainage lines, the photographic points of interest and the coast erosion lines that were used to generate the map of probability of change for the studied transitions. The modeling process involved APA managers in the steps of calibration and inclusion of the new zoning proposal that is under discussion for the elaboration of different scenarios involving analyzes with the presence and absence of zoning. The modeling shows that despite the pressures of urban expansion on protected areas and interests for conservation evidenced in the probability maps, zoning appears as a fundamental variable for occupation control and environmental preservation.
