CHINA'S FOREIGN POLICY IN AFRICA: AN ANALYSIS OF THE PROFILE OF AGRICULTURAL COOPERATION

PÁGINAS: 75
RESUMO:

What is the profile of China's agricultural cooperation in Africa? This profile is defined as the transfer of technologies or transnational economic activities. The work seeks to analyze the characteristics of Chinese agricultural cooperation for Africa and how this influences the results for China and Africa. This dissertation's general objective is to evaluate the profile of Chinese agricultural cooperation for the African continent, covering the period from 1990 to 2019. For China, the 1990s were marked by a rapprochement with Africa; the same era is also remembered as a phase when international development cooperation (IDC) began to gain prominence in the foreign policies of Southern countries. The focus on Africa, however, is justified by its prominence as a territory rich in primary resources, so much so that it is one of the most relevant regions for the new global dispute in this 21st century, marked by the emergence of new powers from the global South, especially China, as the main protagonist of South-South Cooperation (SSC). From a methodological point of view, the research was based on a qualitative approach, using content analysis of data concerning China-Africa agricultural cooperation as the technique, which allowed verifying the cooperation profile considering the following analysis categories: 1. Meanings of agricultural cooperation in the Chinese IDC agenda in Africa; 2. Priority countries for China's agricultural cooperation on the African continent; 3. Types of Chinese investment in Africa in the agricultural sector. The theoretical foundation encompassed the analysis of China's foreign policy towards Africa, studies on cooperation, and development theories. The results suggest that China bases its agricultural cooperation projects with Africa on IDC, understood here as technology transfer; however, its cooperative actions with Africa in this sector do not lose sight of commercial dynamics, meaning they are part of transnational economic activities for the projection of its national companies, thus generating mutual gains, with benefits for both China and Africa.
